California Elder and Disability Justice Coordinating Council

About the California Elder and Disability Justice Coordinating Council

The purpose of the Elder and Disability Justice Coordinating Council (EDJCC) is to increase coordination throughout the state and develop recommendations to prevent and address the abuse, neglect, exploitation, and fraud perpetrated against older adults, adults with disabilities, and their families for state and local agencies. EDJCC was created as part of California’s Master Plan for Aging (MPA).

EDJCC is convened by the California Department of Aging (CDA), in partnership with the California Department of Justice (DOJ). EDJCC is comprised of leaders from governmental, advocacy, and community organizations across California. Learn more about the structure of the Coordinating Council.

Membership

The Elder and Disability Justice Coordinating Council (EDJCC) members are appointed by the Director of the California Department of Aging (CDA).  The list of current EDJCC members and their biographies are posted.

EDJCC members include entities that represent or support older adults, adults with disabilities, caregivers, providers, and subject matter experts to reflect California’s diversity. EDJCC includes a broad array of state agencies and organizations with resources and expertise related to elder and disability justice initiatives. EDJCC members serve on a volunteer basis without compensation.

Given the intersection between elder and disability justice to other focus areas and efforts, the following state departments and entities will designate a representative to serve on EDJCC:

EDJCC Meetings and Materials

 

The Elder and Disability Justice Coordinating Council (EDJCC) holds three (3) meetings per calendar year. Meetings are held virtually and open to the public. Time is set aside for public comment. Meeting agendas are posted in advance of each meeting. Meeting presentations, video recordings, and other materials are posted under the Past EDJCC Stakeholder Committee Meeting Materials tab following each meeting.

The Elder and Disability Justice Coordinating Council (EDJCC) has three (3) stakeholder-led subcommittees that work to advance elder and disability justice issues across California. Subcommittees may be comprised of EDJCC Members as well as non-Members who have subject matter expertise or lived experience.

For subcommittee information, including meeting frequency and how to join, email Engage@aging.ca.gov. In your email, indicate the EDJCC subcommittee(s) of interest, your name, and email address. Your information and email will be forwarded to the EDJCC subcommittee chair(s) for follow-up.

  1. Adult Abuse Response Subcommittee
    • Purpose: Strengthen California’s multi-agency response to abuse, neglect, and exploitation of older adults and adults with disabilities.
  2. Conservatorship Subcommittee
    • Purpose: Examine California’s current Conservatorship and Public Guardian landscape.
  3. Legal Services Subcommittee
    • Purpose: Improve access to quality legal services for older adults and adults with disabilities with a focus fraud and financial exploitation and estate planning.
